The Component is not disabled/enabled via script until mouse hovers over the Inspector when the Component is collapsed
How to reproduce:
1. Open the attached "1320215_Repro" project
2. Open the Scene "SampleScene"
3. In the Hierarchy select the "GameObject" so the Inspector would show its Components
4. Enter the Play Mode
5. Press the left mouse button in the Game view
Expected results: The "Box Collider 2D" Component in the Inspector is disabled
Actual results: The "Box Collider 2D" Component in the Inspector stays enabled until you hover the mouse over the Inspector
Reproducible with: 2018.4.33f1, 2019.4.22f1, 2020.3.1f1, 2021.1.0f1, 2021.2.0a9

Resolution Note (2021.2.X):
Resolved as "Won't fix". This is only a visual behavior caused by optimizations and doesn't affect the actual "enabled/disabled" state of the components. Fixing this missing refresh would potentially lead to a decrease in performance or introduce some bugs, which we think is not worth it at the moment for a small edge case.
