Texture Presets are not applying platform overrides
Steps to reproduce:
1. Open the attached project (Template_Lightweight.zip)
2. Select the Presets/Defaults/AlbedoTexture_Default preset
3. Notice when you select the Android options override is checked and max size is decreased.
4. Select the ExampleAssets/Textures/Plastic/Plastic_AlbedoSmoothness texture
5. Apply the AlbedoTexture_Default preset
6. Observe that Android options from the preset are not applied
Expected:
the Android options are applied

Windows and Mac
Reproduced in:
2018.1.0a7, 2018.1.2f1, 2018.2.0b5, 2018.3.0a1, 2018.3.0b1
Note:
Could not reproduce in 2017.4 and earlier, the presets functionality is not in those versions

Resolution Note (2018.3.X):
Problem:
Per-platform settings are overridden by the current inspector values after a Preset has been applied, a rework of how these settings are displayed in the Inspector is needed in order to support Preset apply for the UI.
Workaround:
Creating a script that applies the Preset to the importer without having the Inspector will work. Use Default Presets or create your own script for it.
Solution:
Support for Presets with AssetImporter per-platform settings will be available in 2019.2+
