[TextMeshPro] TMP_CharacterInfo.index has wrong value when using surrogate pairs
Reproduction steps:
1. Download 'SurrogatePairBug.zip' and open in Unity
2. Select "Main" scene
3. Enter Play mode
4. Press "Print Character Data"
5. Observe the console
Expected: surrogate pair (emojis) value should be 2
Actual: surrogate pair value is 1
Reproduced on: 2018.1.2f1; 2018.2.0b6; 2018.3.0a1

Resolution Note (fix version 1.4.0 ~ 2.0.0):
This issue has been resolved. The fix will be available in the next release of the TMP package which will be version 1.4.0 for Unity 2018.3 and 2.0.0 for Unity 2019.1.
