[Terrain] Reset functionality is not working for "New Terrain Layer".
Reset functionality is not working for "New Terrain Layer", refer the attached video
Steps to Repro:
1. Create a new Project
2. Project > right-click > New Terrain Layer
3. Inspector > New Terrain Layer > Change Specular and Metallic values
4. New Terrain Layer > Reset
Actual Result: Reset functionality is not working
Expected Result: Default values should be assigned on reset
Reproducible on: 2020.2.0a3, 2020.1.0b1, 2019.3.6f1, 2018.3.14f1, 2018.3.0b1
Note: The "New Terrain Layer" is introduced in 2018.3.0b1

Windows 10 and macOS 10.14
