Spot light with "Not Important" render mode behaves like point light
By design: Lights that have their Render Mode set to Not Important are always per-vertex or SH.

To reproduce:
1. Open project Spotlight
2. Run scene Test
3. Change light from spot to point - no difference
Workaround:
Set render mode as Auto or Important.
