SHADERPASS has incorrect value when using Shader Graph for Built-In target
How to reproduce:
1. Download and open the attached project
2. Open the "GeneratedFromGraph-SG.shader" shader
3. Go to line 1623
Expected outcome: SHADERPASS is defined before user defined code
Actual outcome: SHADERPASS is defined after user defined code
Reproducible with: 2021.3.33f1, 2022.3.15f1, 2023.2.3f1, 2023.3.0a17
