[Shadergraph] Simple Noise has upper "edge" of values, above which it will always return 0 on certain devices
Reproduces on a Mali-G71 GPU which is somewhat low end.
Repro steps
1. Download the attached shadergraph
2. Make a URP project
3. Put the shadergraph on a material and the material on a quad
4. Point the game view camera at the quad and save the scene
5. Add the scene to your build and build for Android (I used the Vulkan API)
6. Deploy to your device and run
Expected result: noise fills the whole quad
Actual result: above a certain diagonal line of values, the simple noise just returns 0 (see attached image)
