No
Setting HideFlags.HideInInspector on a prefab's component shows the component as "Transform (Removed)" instead of hiding it
To reproduce:
1. Open the attached project (hideFlags.zip)
2. Open the Sample Scene
3. Select the Cube game object in the Hierarchy
4. In the Inspector, press Hide In Inspector button
5. Observe the Transform component
Expected: a component should be hidden completely
Reproduced in 2018.3.0b1, 2018.3.0b2, 2019.1.0a1
