Services window UI clipping when Editor UI Scaling is at 125%, 175% and 225%

Reproduction steps:
1. Open attached project "Clipping_.zip"
2. In Services window, observe service area UI

Expected result: No clipping happens
Actual result: Clipping happens with "Dashboard", "Cloud Diagnostics" and "Collaborate"

Reproducible with: 2020.1.0a15, 2020.1.0b8, 2020.2.0a9
Could not test with: 2018.4.23f1, 2019.3.14f1, 2020.1.0a14 (different Services UI)

Notes:
1. "Dashboard" clipping reproduces with UI Scale 125%, 175%, 225%
2. "Cloud Diagnostics" clipping reproduces with UI Scale 125%, 225%
3. "Collaborate" clipping reproduces with UI Scale 125%
4. "Cloud Diagnostics" and "Collaborate" clipping only reproduces when the Services window is docked
