ScriptableSingleton is not editable through an Inspector
How to reproduce:
1. Open the attached Project "Test2022.2.9"
2. Open the Project Settings window (Edit -> Project Settings)
3. Select the "SingletonHideFlags" tab
4. Attempt to edit the values in the tab
Expected result: you are able to edit the values
Actual result: you are not able to edit the values
Reproducible with: 2021.2.0a5, 2021.3.21f1, 2022.2.11f1, 2023.1.0b7, 2023.2.0a6
Not reproducible with: 2020.3.46f1, 2021.2.0a4
Notes:
- Removing HideFlags.NotEditable from the ScriptableSingleton's Hide Flags resolves the issue

Resolution Note:
ScriptableSingleton is created with NotEditable flag applied by default.
The default behavior is the object is not editable. When the flag is removed the object's values can be edited.
