"Rotate Branch" is too sensitive to mouse movement
How to reproduce:
1. Open the attached "SpeedTreeET"
2. Open the "s" Scene
3. In the Hierarchy, select the "Tree" GameObject
4. In the Inspector, select the "Branch Group" -> "Rotate Branch"
5. Rotate any branch in the Scene View
Expected results: The rotation is smooth and the mouse is not too sensitive
Actual results: The rotation is choppy and the mouse is too sensitive which makes it harder to select the desired rotation
Reproducible with: 2021.3.44f1, 2022.3.38f1, 6000.0.21f1
Reproducible on: Windows 11 Pro
Not reproducible on: No other environment tested

This is not a SpeedTree thing -- the Tree editor shown in there is Unity's own Tree editor which is a little over a decade old now.
That piece of tech hasn't been touched in many many years, and removed in U7.
We're effectively not maintaining that Tree Editor
