Resizing the UI Builders viewport window doesn't shrink the elements in it when new UI Builder elements are added
How to reproduce:
1. Open the “UIBuild.zip“ project
2. Open the “NewUXMLTemplate“ uxml file in the UI Builder
3. Add any element to the template from the Library section
4. Shrink the Viewport window
5. Observe the Viewport of the UI Builder
Expected results: All elements fit into the viewport and change size appropriately
Actual results: Elements do not fit into the viewport and do not change size appropriately
Reproducible in: 2021.3.34f1, 2022.3.18f1, 2023.2.7f1, 2023.3.0b4
Reproduced on: Windows 11 Pro
No reproduced on: No other environment tested
Note: Only happens when shrinking the size
Workaround: Reopen the Editor
