FrameTimingManager.GetLatestTimings adds background time to the next focused frame when the Player is unfocused

How to reproduce:
1. Open the attached “TestBackgroundFrameTiming.zip” project
2. Enable “Frame Timing Stats” (Edit → Project Settings → Player → Other Settings)
3. Build and Run the Player
4. Focus and unfocus the Player (switching tabs, turning the device display off and on)
5. Observe the Logcat Console

Actual result: The 4th frame after regaining focus shows a spike in time (relative to how much time was spent unfocused)
Expected result: Frame timing is consistent (on an Android device ~33ms)

Reproducible with: 2023.1.0a3, 6000.0.65f1, 6000.3.4f1, 6000.4.0b4, 6000.5.0a4

Reproducible on: MacOS Sequoia 15.7.3 (M1 Max)
Not reproducible on: No other environments tested
