Pyramid shaped Spotlight is disabled while Camera is still in range of it when using Occlusion Culling
How to reproduce:
1. Open User's attached OcclusionCullingLightingIssue.zip project
2. Load OcclusionScene, found in Assets -> Scenes
3. Open Occlusion window and bake occlusion
4. Select the Main Camera from Hierarchy and move it up and down X-axis
5. Observe "Spot Light - Pyramid"
Expected result: "Spot Light - Pyramid" behaves the same as "Spot Light - Cone" (there is some distance between Camera and Spotlight before Culling System disables it)
Actual result: "Spot Light - Pyramid" is suddenly disabled while Camera is still in its range.
Reproduced in: 2019.2.7f2 (HDRP 6.9.0), 2019.3.0b4 (HDRP 7.0.1), 2020.1.0a5 (HDRP 7.0.1)
Could not reproduce in: 2017.4.32f1 (no HDRP), 2018.4.10f1 (shader errors), 2019.2.0a8 (library errors, "ugui" package not found), 2019.3.0a1 (ArgumentException error)
Notes: "Spot Light - Pyramid" is suddenly disabled only if Camera's field of view is being moved away from the Spotlight, leaving it behind.
