[ProBuilder] Draw Shape Panel is always active in the Scene View even when the ProBuilder window is closed
How to reproduce:
1. Create a new project
2. Window > Package Manager >ProBuilder > Install
3. Tools > ProBuilder > ProBuilder Window > Create a New Shape
4. Observe Draw Shape panel is appear in the Scene View
5. Close the ProBuilder window
Expected Result: Draw Shape panel should disappear on closing ProBuilder window
Actual Result: Draw Shape panel is always active even if the ProBuilder window is closed
Reproducible with: 5.0.0-pre.7(2019.4.20f1, 2020.2.3f1, 2021.1.0b5, 2021.2.0a3)
Notes:
1. Draw Shape panel is introduced in the package version 5.0.0-pre.7 which is available in Unity 2019.4 and above
2. Occurring on Windows 10 & Mac 10.15.
