[Pro Controller] The Y input for both sticks is not stable.
The Y value constantly change after connected, though the value change is tiny.
Repro:
1. Download package at: https://github.com/Unity-Technologies/InputSystem
2. Open Input Debugger and observe the Pro Controller
Actual: The Y value for Pro controller constantly changes for both sticks.
Note:
- This only happens to the official Pro Controller. It doesn't happen to controllers emulating a Pro Controller.
- This could be device issue, since the old input from the Pro Controller also constantly twitches the same way.

Resolution Note:
I can reproduce this even outside of Unity - this seems to be a fact of the controller hardware we cannot do much about.
