Popup windows spawn on the incorrect monitor when the Editor is placed near the boundary of scaled monitor next to a monitor with different scaling
Reproduction steps:
1. Have at least 2 monitors available for testing
2. Set the left monitor scale to 100%
3. Set the right monitor scale to 150%
4. Open the attached “IN-117893.zip” project
5. Make sure the Editor is non-maximized
6. Drag the Editor window close to the left edge of the right monitor
7. Open the Example > Popup Window menu item from the top
8. Dock the window on the left-most side of the Editor (usually next to the Hierarchy)
9. Click on the “Popup Options” button
10. Observe the popup window
Expected result: “Popup Options” opens within the same monitor as the Editor
Actual result: “Popup Options” opens on the other (left) monitor
Reproducible with: 2022.1.0b1, 2022.3.66f1, 6000.0.59f1, 6000.2.7f1, 6000.3.0b4, 6000.4.0a1

Not reproducible on: no other environments tested
