[Player settings] SetIl2CppCompilerConfiguration should throw a warning when using on platforms which generates IDE project
Steps to reproduce:
1. Download attached project
2. Switch platform to iOS
3. Open Player settings
4. From Toolbar select Support -> Toggle compiler configurations
Expected results: When changing C++ Compiler Configuration for platforms which Unity doesn't do the C++ build warning should be thrown informing that change won't affect the build. (UWP and iOS generate IDE solution)
Actual results: SetIl2CppCompilerConfiguration changes C++ Compiler Configuration when the option in player settings is greyed out.
Reproduced with: 2019.2.0a1, 2019.1.0a1, 2018.3.3f1
