Physics.Checksphere function returns true when GameObject's Transform is scaled and it's not colliding with anything
How to reproduce:
1. Open the attached project's "case_1198874-Project.zip" Scene labeled "SampleScene"
2. Enter the Play Mode
Expected result: Physics.CheckSphere returns false and the Spheres in the Scene are cyan Color.
Actual result: Physics.CheckSphere returns true and the Spheres in the Scene are red Color.
Reproducible with: 2017.4.35f1, 2018.4.13f1, 2019.2.13f1, 2019.3.0b12, 2020.1.0a14
Not reproducible with: 2021.1.0a2
Note: Reproducible on Windows and not reproducible on MacOS

This bug is reproducible in 2019.3.0b11_1781308d0868, albeit with slightly different conditions than in earlier versions.
