[Particles] UpdateCachedMesh needlessly called when disabling thne enabling a ParticleSystemRenderer
This is causing performance issues for users who pool particle systems.
This is the function:
ParticleSystemRenderer::UpdateCachedMesh
It rebuilds the index list for the mesh
