Packman: resizing doesn't work when the window is docked
Steps to reproduce:
- Open or create a project
- Go to "Window" ->"Package Manager"
- Add/dock a Pacman window next to the "Scene" and "Game" windows;
- Try to resize its windows
Expected result: If resizing is not possible, a mouse shouldn't change its status.
Actual result: The mouse changes its status to arrows, what indicates that resizing mode is turned on, but when you try to do it, nothing happens. Video is added in the "Attachments" section.
Reproducible with: 2023.1.17f1, 2023.2.0f1, 2023.3.0a14
Not reproducible with: 2022.3.13f1, 2021.3.32f1, 2023.1.16f1.

Resolution Note:
It is the best we can currently do with the UI components available. We are aware the window resizing when its size is restricted is not ideal but can't do much for now.
