Package manager fails to start when the internet connection is poor on Windows
The project won't open if package manager fails to start when the internet connection is poor on Windows
Steps to Repro:
1. Set your system network profile to 100% packet loss or to 750ms delay
2. Open unity launcher
3. Create a new project or open an existing one
Actual Result:
1. Project fails to open and a pop-up error message is displayed,
Note:
1. It requires a network emulator tool, I used "Clumsy" to simulate network conditions
2. Check the attached screenshot and editor .log for the same
Environment:
Only on Windows
Occurring with:
2018.3.0a2, 2018.2.0b9, 2018.1.3f1, 2017.4.1f1
Note: 2017.1.4f1 is failing to start without any error messages please check the attached editor log for it.
