NullReferenceException for Unity CIL Linker is thrown when dynamic type is used and Managed Stripping Level is not Disabled
Steps to reproduce:
1. Open the attached project (case_1213399.zip)
2. Set API Compatibility Level to ".NET 4.x" under Edit -> Project Settings -> Player -> Other Settings
3. Set Managed Stripping Level to any selection but Disabled in the same Window as Step 2
4. Build the project as Standalone
Expected result: Build completes successfully
Actual result: Multiple errors are thrown (see attached screenshots) and the build fails
Reproduced in: 2018.4.16f1, 2019.2.18f1, 2019.3.0f5, 2020.1.0a21
Cannot test with: 2017.4.36f1 (Stripping unavailable)

Resolution Note (2020.2.X):
This is a bug in the Roslyn C# compiler. To work around, don't use a dynamic local inside a local method.
