Not all light sources are evaluated when Overlap Operation is set to Alpha Blend

Reproduction steps:
1. Open the attached “ASDQWE” project
2. Open the “Assets/Scenes/SampleScene.unity” Scene
3. In the Hierarchy Window, Disable the “Light 2D” Spot Light
4. Observe the Scene View
5. Enable the same “Light 2D” Spot Light
6. Observe the Scene View

Expected result: Disabling and enabling the Spot Light had an effect on the lights and shadows
Actual result: Only enabling the Spot Light had an effect on the lights and shadows

Reproducible with: 2021.3.29f1, 2022.3.6f1, 2023.1.6f1, 2023.2.0b2

Reproducible on: Intel macOS 13.4.1

Notes:

* The difference in the lighting is also visible when undoing the reproduction steps (Control-Z) and reopening the Scene
* The issue is not visible when the Overlap Operation is set to Additive
* Before the third step is made, enabling or disabling the “Shadows” Property of the “Light 2D” Component has no effect on the Spot Light
* After the reproduction steps are made, the “Lught 2D (2)” Spot Light is not evaluated. Following the reproduction steps on that Object, results in the “Light 2D” Spot Light not being evaluated
* In the 2021.3.29f1 and the 2022.3.6f1 versions, it is additionally required to enable the “Light 2D > Shadows > Strenght” on all the light sources

  1. Resolution Note:

    This might look like a bug but what is happening is that the lights are overwriting each other. Because the lights have the same priority there are unexpected results. If the lights are given priority more consistent behavior should happen.
