[Mobile] Terrain is shiny on Android/iOS Platform when Layer is using 2D Texture with ASTC Format
How to reproduce:
1. Open the attached "1419939_Repro.zip" project
2. Open the Scene "SampleScene" (found in the "Assets/Scenes" folder)
3. Open the Build Settings (File->Build Settings...)
4. Change the Platform to Android or iOS
5. In the Scene view inspect the mountain on the Terrain
Expected results: Terrain becomes shiny and reflective of light
Actual results: The Terrain stays matte, the same as on the Standalone Platform
Reproducible with: 2019.4.20f1, 2019.4.38f1, 2020.3.34f1, 2021.3.2f1, 2022.1.0f1, 2022.2.0a12
Not reproducible with: 2019.4.19f1
