Missing dependencies in Universal RP package when installing Unity Editor offline
How to reproduce:
1. Delete the “cache” folder from AppData>Local>Unity
2. Disable internet connection
3. Create a new URP project using the installed version and attempt to open it
4. Observe the result
Expected result: Project opens without errors
Actual result: Missing dependencies for Universal RP package
Reproducible in: 6000.0.0b15, 6000.0.17f1
Not reproducible in: 2021.3.43f1, 2022.3.44f1, 6000.0.0b14
Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environments tested
Notes:
- Issue occurs on all Unity versions using the 17.0.3 Universal RP package version
- If opening the Editor without Unity Hub, manual attempt of installation of the Universal RP package through the Package Manager is required to reproduce
