[Metal] Constant buffer state is invalid error is thrown when HDRP Water is enabled
Steps to reproduce:
1. Open the attached project named "HDRP_Metal_Issue"
2. Open the Pool Scene
3. Enter Play mode
4. Observe the Console window
Actual results: Play mode starts with no errors
Expected results: "Metal: constant buffer state is invalid." error is thrown
Reproducible with versions: 6000.0.0b11(17.0.2), 6000.0.0b15(17.0.3)
Not reproducible with versions: 2022.3.24f1(14.0.10), 2023.2.19f1(16.0.6), 2023.3.0b10(17.0.2)
Can’t test with versions: 2021.3.37f1(HDRP Water system not present)
Tested on (OS): macOS 14.4.1
Notes:
- The issue does not reproduce if the Water option is disabled in the Project Settings
- The error message is also thrown when the Water option is disabled and then re-enabled (Does not require entering Play mode)
