[Mac] Event.Use() is not consuming the current event, resulting in duplicate EditorWindow.OnGUI calls
How to reproduce:
1. Open the user-submitted project ("EditorWindowOnGUI.zip")
2. Go to Window->Input Editor
3. With a focus on the InputEditor window perform any command shortcut (Cmd-c, Cmd-x, Cmd-v)
4. Observe the Console Window
Expected result: a "ValidateCommand" debug message is thrown for each shortcut used
Actual result: two "ValidateCommand" debug messages are thrown for each shortcut used
Reproduced in: 2019.2.0a9, 2019.1.0b8, 2019.1.0a13, 2018.3.9f1, 2018.3.3f1
Not reproducible: 2019.1.0a12, 2018.3.2f2
Note: the bug does not reproduce on Windows
