[LWRP] Specularity of the material disappears when smoothness value is increased to around 1
Steps to reproduce:
1. Open user's attached project "LWRP1930.zip"
2. Open "WaterTest" scene
3. Enter Play mode
5. Drag the Canvas slider to change the smoothness value (To the left smoothness value decreases and to the right it increases )
6. Notice the Specularity disappearing when Smoothness Value is close to 1
Expected results: Specularity increases when Smoothness is increased
Actual results: Specularity disappears when Smoothness is increased
Reproducible with: 2018.4.0f1(4.10.0-preview), 2018.4.1f1(4.10.0-preview), 2019.2.10f1(6.9.1), 2019.3.0b3(7.0.1, 7.1.2, 8.0.0), 2020.1.0a9(7.0.1, 7.1.2, 8.0.0)

Resolution Note:
This is by design: The issue is the limited resolution which means that the light will disappear since the light areas is smaller than a pixel.
