Addressables content build fails but the Player build is successful when building a development build
How to reproduce:
1. Open the attached “Buildplayer” project
2. Navigate to Builder > Build Player and Get Summary
3. Observe the Console
Actual Result: The Player builds successfully, but Addressables content fails to build, and these errors are shown in the Console: "Failed to compile player scripts", "SBP ErrorError", "Addressable content build failure", "Failed to build Addressables content, content not included in Player Build. "SBP ErrorError""
Expected Result: The Player and Addressables content builds successfully without any errors
Reproducible with: 2022.3.0f1, 2022.3.71f1, 6000.0.66f1, 6000.3.6f1, 6000.4.0b5, 6000.5.0a5
Could not test with: 2022.2.21f1, 2023.1.0a1, 2023.3.0b1, 6000.0.0b10 (Could not test with 2023.1.0a1 because the editor had missing dependencies that are necessary for the project, and I could not test with 2023.3.0b1 and 6000.0.0b10, because the project does not build due to AsyncOperationHandle error)
Reproducible on: Windows 11
Not reproducible on: No other environments tested

- This issue is a regression on devices with certain hardware
