[LWRP] Shadow map bake does not respect material's Receive Shadows property
To reproduce:
1. Open user's attached project "shadowcaster.zip"
2. Observe the the shadows being cast on a plane which has it's material set to not receiving shadows
Expected: unticked Receive Shadows property prevents the shadows being rendered on the object
Actual: unticked Receive Shadows property is being ignored
Reproduced in: 2018.3.4f1, 2019.1.0b1, 2019.2.0a3
Note1: issue can be reproduced on any project by baking Lighting
Note2: all SRP-LW 5.x.x. packages demonstrate identical behavior
