[LWRP] OnDrawGizmos renders not from the perspective of the Camera when MSAA and HDR is not set to Off
How to reproduce:
1. Open user attached project "New Unity Project (2).zip"
2. Open Scene Window
3. In the hierarchy, select "Main Camera"
4. Observe Camera Preview Window
Expected result: Gizmo grid is rendered not as a straight line
Actual result: Gizmo grid is rendered as a straight line
Reproducible with - 2019.1.0b6, 2019.1.0f2, 2019.2.0a13, 2019.3.0a1
Not reproducible with - 2017.4.26f1, 2018.3.14f1, 2019.1.0b5
Package reproducible with - 5.7.2, 5.13.0
Notes:
1) If HDR is set to Use Pipeline Settings, but MSAA is set to Off: Camera Preview Window renders correctly, but Game View does not.
2) If HDR is set to Off, but MSAA is set to Use Pipeline Settings: Camera Preview Window and Game View both render not from the perspective of the Camera
3) Could not reproduce with 2017.4 because LWRP wasn't implemented
4) Could not reproduce with 2019.3 because LWRP causes a project crash

I experience a similar issue with the same way of reproduction and same versions, except the Gizmos(Sphere and wired sphere) are not drawn at all. I've tried to report it as a bug, but the Customer QA team asserts that it is the same issue, thus I'll just write it down as a comment here.
