Locales are not loaded when they are built in an Addressables Bundle
Reproduction steps:
1. Open the attached “Project” project
2. Open the “Assets/Scenes/LocaleSelector.unity” Scene
3. Enter the Play Mode
4. Observe the different locales displayed in the Play Mode
5. Exit the Play Mode
6. Open the Addressables Groups Window (Window > Asset Management > Addressables > Groups)
7. In the Addressables Groups Window, select Build > New Build > Default Build Script
8. Once the build is finished, repeat 3rd and 4th steps
Expected result: The locales displayed are the same
Actual result: No locales are displayed
Reproducible with: 2.0.6 (2023.3.0b4)
Could not test with: 2021.3.34f1, 2022.3.19f1, 2023.2.8f1 (Multiple compilation errors from user’s scripts and packages)
Reproducible on: macOS Sonoma 14.1.2 (Intel), Windows 11 (user’s)
Note: Closing and reopening the Editor temporarily solves the issue
