"Light" Component's "Culling Mask" setting is hidden but still has an effect when using HDRP
Steps to reproduce:
1. Open the attached “HDRP Bug.zip” project
2. Open the “SampleScene”
3. In Project Settings → Quality, select “Built-in RP”
4. In the Hierarchy Window, open the “Directional light” in the Inspector Window
5. Observe that the “Culling mask” setting is visible and the “Non-Lit” Cube’s shadow is affected
6. In Project Settings → Quality, select “HDRP”
7. In the Hierarchy Window, open the “Directional light” in the Inspector Window
8. Observe the results
Expected result: The “Culling mask” setting is visible or has no effect in HDRP
Actual result: The “Culling mask” setting is not visible and affects shadows in HDRP
Reproducible in: 2022.3.57f1, 6000.0.37f1, 6000.1.0b5, 6000.2.0a3
Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environment tested

Resolution Note:
In HDRP, you can use Light Layers instead of the Culling Mask for controlling which objects a light affects.
When switching from Built-in Render Pipeline to HDRP, the Light Layers option is disabled by default. You can enable it by following these steps:
1. In the Project window, select the HDRP asset and enable Lighting > Light Layers.
2. Select the Directional Light, click the Light > General drop-down menu on the right, and check Show Additional Properties.
3. Select the cube with the Non-Lit layer and set the Rendering Layer Mask to 1: Light Layer 1.
