License return request times out always when returning via command line on Windows
Steps to Repro:
1. Open command prompt or terminal
2. Execute the following command to return the license
For Windows
"C:\Program Files\Unity\Editor\Unity.exe" -quit -batchmode -returnlicense
3. Open Unity
Actual Result:
1. The editor still launches with license activated
Expected Result:
1. Unity launches with personal license activated or on opening, Unity launcher asks the user to activate a new license
Environment:
Only on Windows
