Keyboard input is caught when using an Xbox controller while Steam Big Picture runs in the background
How to reproduce:
1. Make sure that Steam Big Picture is running in the background
2. Open the "InputBugProject" project
3. Open the "SampleScene"
4. Enter Play mode and press on the Game view
5. Press any button on the controller multiple times
7. Observe the Console
Expected result: No keyboard input is seen
Actual result: Keyboard input is seen
Reproducible with: 1.7.0 (2021.3.50f1), 1.11.2 (2022.3.60f1), 1.13.1 (6000.0.43f1, 6000.1.0b11, 6000.2.0a7)
Reproducible on: Windows 10
Not reproducible on: Windows 11

- Reproducible with: Xbox 1914 (Bluetooth and wired),
- Not reproducible with: DualSense, Switch Pro
