Is On (Inspector) setting of Toggle GameObject does not update its visual appearance (Editor)
Steps to reproduce:
1. Open any Unity project/Create new
2. RMB in Hierarchy->UI->Toggle or GameObject->UI->Toggle
3. Select the newly created Toggle
4. Check/uncheck its Is On setting in the Inspector
Expected result: Toggle value changes in Editor view
Actual result: Toggle value remains the same regardless whether the Is On value is opposite (see "toggle.gif")
Reproducible with: 5.6.0f3, 2017.1.0b1, 2017.1.0f3, 2017.2.0b6, 2017.2.0b9
