[Input System] UI becomes unresponsive after the first UI button press
Steps to reproduce:
1. Download and open attached "NewMenuSaveLoad" project
2. Enter Play mode
3. Press enter while on "New Game" button(Navigate through the UI buttons with arrow keys)
4. Go to "Back" button and press enter while on it
Expected result: You go back to the "Main Menu" screen
Actual result: Nothing happens, the "Back" button ignores the press
Reproducible with: 2019.2.17f1, 2019.3.0f4, 2020.1.0a18 ("Input System" package version 1.0.0.preview - 1.0.0.preview.3)
Could not test with: 2017.4 (No package manager), 2018.4 (Compiler errors), "Input System" package versions 0.1.2.preview - 0.9.6.preview (Console errors)
