[Input System] The Canceled event is not fired when clicking a button for a precise amount of time
How to reproduce:
1. Open the attached project "OnHoldCanceledSkipped"
2. Open SampleScene
3. Press and hold the button for about 0.2 seconds
4. Release the input, check the log on the right side of the screen
Expected result: 3 logs appear (Started, Performed, Canceled)
Actual result: Only 2 logs appear (Started, Performed), Canceled appears after another input is processed
Reproducible with: 1.0.0 - 1.1.0-pre.5 (2019.4.28f1, 2020.3.13f1, 2021.1.14f1, 2021.2.0b2, 2022.1.0a1)
Could not test with: 2018.4.34f1 (Input System not supported)
