[Input System][Windows] 'Add to List' popup list of devices when creating a new Control Scheme is offset and bloated
How to reproduce:
1. Open user-submitted project (New Unity Project (14))
2. Open 'New Controls' Input Actions asset
3. Select 'All Control Schemes' -> 'Add Control Scheme'
4. Click the + symbol near the empty list
Expected result: the device list pops up next to the previous window, the list is categorized
Actual result: the device list pops up on the far left of the screen, the list is bloated
Reproducible with: 2019.1.8f1, 2019.2.0b7, 2019.3.0a7
Could not test with: 2017.4.29f1(Package not yet introduced), 2018.4.3f1(Regressed package version not available)
Reproducible with package versions: 0.2.10
Not reproducible with package versions: 0.2.1, 0.2.8
Could not test with package versions: 0.1.2, 0.2.0(Incompatibility issues)
Notes:
The device list is not offset on macOS
