In Progress/Softlocks does not clear after reverting a change pending after Editor restart
Expected behaviour: the Softlocks will clear after reverting the local change
Actual behaviour: the Softlocks does not clear and is stuck there for.ev.er
Steps To Reproduce:
1. pc1 Edit a prefab
2. pc1 Save project
3. pc2 Observe Softlock
4. pc1 Exit Unity
5. pc1 Relaunch Unity
6. pc1 Revert change in Toolbar
7. pc2 you are stuck in softlocks hell!!
Repro'd on 2017.1.0b9, 2017.1.0f3, 2017.2.0b4
