[IMGUI] IndexOutOfRangeException occurs when no object is selected in Hierarchy & properties option is selected from dropdown
When no object is selected in hierarchy and properties are viewed by right-clicking in the hierarchy cause Editor to throw IndexOutOfRangeException, refer the attached video
Steps to repro:
1. Create a new project
2. Make sure that no gameobject is selected in Hierarchy
3. Hierarchy > right-click > Properties
Actual Result:
"IndexOutOfRangeException" thrown on selecting "Properties" from Hierarchy
Expected Result:
Properties option is disabled when no object is selected.

2020.1.0a19
Note: Properties in the Hierarchy dropdown is introduced in Unity version 2020.1.0a19
