[Hub] The license does not get updated when switching accounts

How to reproduce:
1. Open Hub
2. Click on Settings icon -> License Management
3. Switch account from Pro to Personal (or from Personal to Pro)

Expected result: License is updated
Actual result: License is not updated and remains of the previous account

Reproducible: 2.0.2 Hub version

  1. Resolution Note:

    License is machine based instead of user account based. Changing the OS account or Unity account does not affect License file.
