[Hub] Editor is unable to locate the Linux IL2CPP module when installed through Unity Hub

Package: HUBX

-

Reproduction steps:
1. Freshly install a Unity Editor with the Linux IL2CPP module selected
2. Create a new project
3. Import the Toolchain Win Linux x64 package
4. Go to Build Settings

Expected result: You are able to build the project
Actual result: A message is displayed saying there is no IL2CPP module installed, preventing from building the project

Tested with: Unity Hub 2.4.2

Reproducible with: 2019.4.17f1, 2020.1.17f1, 2020.2.1f1
Not reproducible with: 2021.1.0b1
Could not test with: 2018.4.30f1 (due to the option to build for Linux IL2CPP not being available on this version)

Note:
- Reproducible only on Windows
- To import the Toolchain package, include this line in the manifest.json file within the project directory:
"com.unity.toolchain.win-x86_64-linux-x86_64": "0.1.17-preview"

  1. Resolution Note:

    Can't reproduce on 2019.x and 2020.x with HUB 2.4.2

Happen with 2019.4.18f1 [Tried uninstalling Unity & reinstalling WITHOUT Linux Mono].

Can't find Toolchain package anywhere [actually never seen it, documentation is weak].
