[UI] Hover behaviour on Lighting Window toolbar icons is barely noticeable
Steps to reproduce:
- Open a Unity project
- Open the lighting window via Window > Rendering > Lighting
- At the top right of the window, hover over the toolbar icons (Reference Question Mark icon and Settings Cog icon)
Actual results: The Hover behaviour is barely noticeable unless you look really closely:

Expected results: The Hover behaviour is noticeable and the user can see the background lighten up:

Reproducible with versions: 6000.0.22f1, 6000.0.7f1
Not reproducible with versions: 6000.0.6f1, 2022.3.48f1, 2021.3.44f1, 7000.0.0a3
Can’t test with versions: -
Tested on (OS): Windows 10/11
Notes:
- At first, I thought the Hover behaviour was completely broken as it is so hard to see.
