[Hierarchy V2] Dragging any scene in the Hierarchy window to the bottom, reorders the dragged scene into a different position
Steps to reproduce:
- Create a new project
- In Project window create multiple scenes
- Drag all the scene to the Hierarchy window
- Drag any scene bellow the last scene in the list

Actual results:
The scene gets reordered to the last scene in the Hierarchy window list
Expected results:
The scene get reordered in a different list position that’s not the last

Reproducible with versions:
6000.3.0a2, 6000.4.0b1, 6000.5.0a3 (Hierarchy V2)
Not reproducible with versions:
6000.2.15f1 (Hierarchy V1)
