Height Transition property is not displayed in Shader Inspector when Use Height Based Blend is enabled
How to reproduce:
1. Open the attached project (HDRPHeightTest.zip)
2. In the Project window, select the Material "TestMaterial"
3. In the Inspector window, under Surface Inputs, enable Use Height Based Blend
Expected result: Height Transition slider appears below enabled Use Height Based Blend setting
Actual result: Height Transition slider doesn't appear below enabled Use Height Based Blend setting
Reproducible with: 12.0.0 (2021.2.0a9), 12.1.1 (2021.2.5f1), 13.1.2 (2022.1.0b1)
Not reproducible with: 7.7.1 (2019.4.33f1), 10.7.0 (2020.3.23f1), 12.0.0 (2021.2.0a8)
