[HDRP] Volumetric Fog is missing Mip Settings
Reproduction steps:
1. Create a New HDRP Project
2. Open "SampleScene" scene
3. Select the "Fog" GameObject
4. Look at the "Fog" Settings
Expected Result: Mip settings for the fog
Actual Result: No Mip settings for the fog
Reproduced with: 2020.1.0a13, 2019.3.0b11, 2019.2.13f1, 2018.4.13f1
Did not reproduce on: 2017.4.35f1
