[HDRP] Using more than one Directional Light results in other Directional Light's shadows not being visible
Steps to reproduce:
1. Open attached project
2. Open Scenes/SampleScene
3. Check out the shadows on the bigger cube, disable Directional Light to see another shadow appear caused by SecondLight
Expected result: the shadows work on both Directional Lights
Actual result: the shadows only work with one Directional Light (screenshot attached)
Note: another type of light (i.e. Spotlight - screenshot attached) works fine
Reproduced with: 2018.1.0b10, 2018.1.1f1, 2018.2.0b7
