[HDRP] Swithcing to quality preset without Metal and AO Properties enabled breaks all decals
Versions tested: 2020.1.0a8 + HDRP 8.0.0/Staging
Steps to reproduce:
1) Open attached project, "SSR" scene
2) Create a new quality preset, assign default hdrp asset to it
3) Enable Metal and AO Properties for decals on that hdrp asset
4) Switch back to any other quality settings where that setting is disabled
5) Observe that all decals disappear
Note: Enabling/disabling that property on the same default asset works correctly. Switching to different quality presets where it's disabled breaks decals. As seen on video enabling it back on quality preset "3" does not have any effect.
